Negligent Homicide Crimes & Charges:

In order for someone to be convicted of negligent homicide, the prosecution must prove:

  1. That the defendant knew that their behavior included unjustifiable risk and that this caused another person to die. For instance, should someone be accidentally shot after playing with a gun, and a second person does not phone medical help, that person could be charged with negligent homicide, as this is an unjustifiable risk, since everyone is expected to know a shot wound can lead to death.
  2. That an act of omission took place. In some states, causation doesn’t have to be demonstrated, and omission is enough for a charge. Using the example above of the gunshot wound, the state would have to prove that the defendant would have lived if the other did phone for medical help.
  3. That there is causation. Often, causation has to be demonstrated through an affirmative act. For instance, if someone drives over the speed limit in a school zone when children are exiting the school, and hits and kills a child, there is clear cause and effect relationship.

5. May 2018: The John Hopkins Center for Health Security ran the Clade-X Pandemic Simulation, which provided Findings & Recommendations, which showed the Trump Admin was unprepared for a Pandemic.

In this simulation of May 2018 by the John Hopkins Center for Health Security, a scenario is being played out where a terrorist group has been able to create and spread a flu virus that killed 2% of the global population and crashed the global economy (90% crash) within 20 months, with no vaccine successfully developed within 20 months. If anyone were to look at how South Korea or Taiwan has responded to their Influenza Pandemics; they would quickly realize that the Key Elements of Pandemic Preparedness are;

  1. Produce, Stockpile, & Distribute as needed; Essential Personal Protective Equipment (PPE), Medical Supplies, and Testing Equipment.
  • Medical Masks – for public use.
  • N95 & N100 Respirators – for medical use.
  • Medical Scrubs & Body Suits – medical use.
  • Ventilators – for medical use.
  • Test Kits – for International Points of Entry & National Testing.
  • Thermometers – for International Points of Entry & National Use.
  1. National Campaign.
  2. National Facemask Requirements.
  3. National Testing & Tracing.

After each time; Trump was Warned to Prepare for, or Respond to, the Coronavirus; Trump did NOTHING.  Trump has still not made any of the above a National Emergency, and has only begrudgingly released Ventilators for Medical use.

It needs to be NOTED: It has been reported that when Everyone wears Masks, there is only an estimated 3.1% chance of anyone catching a virus from others.  To allow for Error in my Simulation, I am setting the Infection Rate to 10%.

It needs to be NOTED:  The Death Rate of the Coronavirus is ~ 5.88%

If Trump had Followed how South Korea & Taiwan had responded to Previous Influenza Outbreaks and the Coronavirus, and or Followed the Pandemic Playbook, and had Prepared for, and had Responded Accordingly; the Infection & Death Rates would have been GREATLY Reduced by as much as 90%.

I say this because; other than close the borders; Trump has NOT done One (1) thing to Prepare for, or Respond to, the Coronavirus.

Trump Could Have & Should Have Taken Actions to Prepare for and Respond to the Coronavirus.

In 2018 and in 2019; Trump could have and should have incorporated the following into the U.S. Pandemic Readiness Plan:

  1. Stockpile Sufficient Supplies of Personal Protective Equipment (PPE) in ALL major Cities with populations greater than 1 Million.

  2. Stockpile “Simple” Medical Face Masks – to be issued to ALL Americans in Impacted Cities to reduce the communal spread of a Respiratory virus.

  3. Stockpile N95 & N100 Face Masks – to be issued to Hospital staff & First Responders as needed.

  4. Stockpile Ventilators – to be issued to Hospitals as needed.

  5. Stockpile Thermometers – for testing temperatures at International Entry Points.

  6. With the very First International News, or WHO News, of a known Human to Human Infection of a Non-Curable Virus:
  • At All International Entry Points (airports, cruise lines, border check points) Take Temperatures of all passengers; and Quarantine, Test, Monitor, and Trace as needed.
  • In All Cities test All citizens with symptoms; and Quarantine, Test, Monitor, and Trace as needed.
  • With the First Positive Test of a Coronavirus; Issue Free “Simple” Medical Face Masks to ALL citizens in the Infected City and Require their Use in Public; require Social Distancing, and recommend Regular Hand Cleaning & Good Hygiene.
     

If Trump had taken the above steps; then in Jan of 2020 the U.S. would have been able to properly respond to the Coronavirus Pandemic, and it would have been greatly curtailed.

But instead; Trump Neglectly did Nothing to Prepare for or Respond to the Coronavirus, which allowed the Corornavirus to go Unchecked and to Spread Exponentially on a National Basis.

Trump Neglected to do anything.

Generally speaking; ALL Asians wear simple Medical Face Masks during the Flu seasons, which I believe greatly reduces the spread of any Respiratory virus.

Simple Medical Face Masks only costs about 50 cents each. 

50 cents in prevention can save 100's of Lives and $ Million in Healthcare Costs.

Oct 2019 - Event 201: A Global Pandemic Exercise

Special Thanks to The Johns Hopkins Center for Health Security, World Economic Forum, and Bill & Melinda Gates Foundation; for producing this Event.

Event 201 was a 3.5-hour pandemic tabletop exercise that simulated a series of dramatic, scenario-based facilitated discussions, confronting difficult, true-to-life dilemmas associated with response to a hypothetical, but scientifically plausible, pandemic. 15 global business, government, and public health leaders were players in the simulation exercise that highlighted unresolved real-world policy and economic issues that could be solved with sufficient political will, financial investment, and attention now and in the future.

The exercise consisted of pre-recorded news broadcasts, live “staff” briefings, and moderated discussions on specific topics. These issues were carefully designed in a compelling narrative that educated the participants and the audience.

As the coronavirus outbreak continues to spread, the United States has declared a public health emergency and is barring foreign nationals who have recently traveled to China from entering the country. So far, there are 11 confirmed cases of the virus in the U.S. The virus has claimed at least 361 lives in China. A 44-year-old man in the Philippines became the first casualty of the disease outside of China Saturday, and over the weekend the number of confirmed cases worldwide rose to at least 17,205 across more than two dozen countries, with most of those cases occurring in China. U.S. citizens who have visited Hubei province, the epicenter of the coronavirus outbreak, will be quarantined when re-entering the country. Questions are being raised about the handling of the disease by Chinese authorities, who critics say delayed their response and downplayed the severity of the problem. Trump's decision to appoint Vice President Mike Pence to lead the task force on U.S. coronavirus response is the latest in an attempt to hastily piece back together the national pandemic response infrastructure that the president himself ordered dismantled in the earlier days of his presidency, according to global health expert Laurie Garrett.

"Why did he do it? It certainly wasn't about the money, because it was not a heavily funded program," says Garrett.
